California e-waste operations routinely handle a mix of covered electronic devices — which qualify for CalRecycle CEW payments — and non-covered material that does not. Keeping these two streams properly separated is critical for compliance, payment accuracy, and audit readiness.
What is SB-20 covered electronic waste (CEW)?
Covered electronic waste (CEW) is defined by California law as specific types of video display devices. The current covered categories are:
- CRT monitors and televisions
- LCD, plasma, and OLED flat-panel displays
- Laptop computers with integrated screens
- Portable DVD players
- Any video display device with a screen greater than four inches (measured diagonally)
What is non-SB-20 e-waste?
Non-SB-20 material includes everything else that arrives at your facility but does not qualify as a covered electronic device under California law. Common examples:
- Desktop computer towers and workstations
- Printers, scanners, and copiers
- Keyboards, mice, and peripherals
- Hard drives and storage devices
- Smartphones and feature phones
- Networking equipment — routers, switches, and access points
- Cables, power supplies, and circuit boards
- Small appliances and non-display electronics
These items may still be regulated as hazardous waste under DTSC rules, and some may qualify under California's Cell Phone Recycling Act or other statutes — but they are not part of the SB-20 CalRecycle payment system.
Why separation is critical
- Payment accuracy: CalRecycle only pays for CEW. Including non-SB-20 weight in your SB-20 claim is an overclaim and a reportable violation.
- Audit exposure: downstream processor manifests will reflect the actual material shipped. If your reported CEW tonnage does not match what the processor received as covered devices, auditors will flag the discrepancy.
- DTSC compliance: some non-SB-20 items have their own DTSC reporting requirements. Mixing the streams creates errors across both compliance channels simultaneously.
How to handle mixed loads
When a client delivers a load containing both CEW and non-SB-20 material, the right approach is:
- Sort at receipt — physically separate covered devices from non-covered material
- Weigh each category separately and record separate net weights
- Log CEW in your SB-20 receiving records and CEW log
- Track non-SB-20 items in your general operations or asset log
What about cell phones and tablets?
Cell phones are generally not covered under SB-20 — they are not video display devices within the definition, whatever their screen size. Tablets with screens greater than four inches are covered.
Always verify the current CalRecycle covered device list when classifying edge cases. CalRecycle periodically updates its guidance, and working from outdated information is a common source of categorization errors.
Best practices for high-volume operations
- Establish pre-sort agreements with regular corporate IT clients before scheduled pickups
- Use labeled bins or color-coded containers at drop-off sites to separate CEW from non-CEW
- Generate separate scale tickets and receiving records for each material stream
- Train all intake staff on the covered device definition and common classification edge cases
- Audit your own records before each claim to catch categorization errors in advance
SB-20 vs. Non-SB-20 Material: How to Classify
| Category | SB-20 Covered (CEW) | Non-SB-20 (General E-Waste) |
|---|---|---|
| Examples | CRT monitors, LCD/LED TVs, laptops >4", tablets | Desktop towers, printers, keyboards, hard drives, cell phones |
| CalRecycle Payment | Eligible for CalRecycle CEW payment | No CEW payment — must be tracked separately |
| Weight Tracking | Must be tracked by device category for CalRecycle | Track as general e-waste weight only |
| DTSC Regulation | CRT devices are hazardous waste; flat panels may be universal waste | May still be regulated as hazardous waste by DTSC |
| Reporting Requirement | CalRecycle 198 log + DTSC Annual Report (payment claims are the recycler's) | DTSC Annual Report only (if hazardous) |
| Mixing Allowed? | Must NOT be mixed with non-SB-20 in same weight total | Must NOT be mixed with SB-20 material in reports |
Tayr's receiving module supports separate item types, so you can log SB-20 CEW and non-SB-20 material in the same receiving session without mixing weight totals. Your CalRecycle reports only include covered device weights — keeping your submissions accurate and defensible.
